The request to lower the drinking age was based on an analysis of the improved drinking habits which would result, and on the lower incidence of alcohol problems expected.

The problem starts with the public miseducational institutions, and is exascerbated by the students rating faculty members even before they know what they have learned. Faculty grading policies must be announced to the students in advance, and the problem is that most of the students want grades, not to learn. This is not too surprising, given the elhi procedures, in which trivia are stressed, and stupid grading procedures are in effect, and the students do not get any real learning. The educationists tell the good students that they do not need to learn it now, they will get it later.
